Scientific and Informatics
Tools Notably in the
emerging interdisciplinary areas of Bioterrorism preparedness and
homeland security are Dr. Rao's proven experience in developing
scientific and informatics tools and methodologies for
application in health risk analysis, toxicoinformatics, and product safety
assessment. For instance, he is a member of the USA Secure, an industry-academia expertise on
critical homeland security issues, headed by former Virginia
Governor James Gilmore III, studying models for surge capacity for
medical countermeasures during Bioterrorism
incidence. Improving
Hospitals and Bioterrorism Emergency Readiness Dr. Rao is a member of
Task Group 3 under the Washington Hospital Center ER-One
Project, aimed at improving the hospitals emergency readiness
capability to in managing surge for medical services in the
National Capital Region in case of a terrorist attack and also
serve as a deployable model for other hospitals nationwide and
leverage with his relationship with International Medical Informatics
Association. |
Chief Scientist of CSC National Security
Programs Dr. Rao is currently
the Chief Scientist of CSC National Security Programs, at
the Computer Sciences Corporation (CSC), with
program area expertise in Chemical-Biological
Defense Technologies in the areas of toxicoinformatics, public health, medical
informatics, Biosafety and Biosecurity, infectious disease
surveillance, biodefense vaccines hazard
analysis, risk assessment, and environmental
health. Formerly, Director of Health Research and Informatics
Practice, leading Bio-IT in the Clinical Knowledge Transformation
Projects aimed at leveraging clinical and secondary medical and
healthcare data in customized analytics
solutions. |

Health Risk Appraisal Program Considered to
be one of the most extensive analysis ever of the health promotion and clinical data
Analytics, Dr. Rao was the
principal investigator of the U.S. Army Health Risk
Appraisal Program, involving a combined population of 625,000
military personnel in a five-year assessment period and covering
over 21 million health-related data points. Dr. Rao has
performed extensive public health risk assessment for cancer and
noncancer risks. |
Scholarships and Memberships Dr. Rao was formerly a
Fellow of the U.S. National Academy of Sciences under the Young Investigators Program
(1994-95), Science and Technology Policy Fellow of the American Association for Advancement
of Sciences Environmental Fellowship Program (1992), Robert C.
Barnard Environmental Scholarship (1992), and 1985 Recipient of the
Graduate Scholarship of the Rotary International
Foundation (USA); Fellowship of Kyoto University, Rockefeller University, and George
Washington University Medical Center. His is a gold
medallist from the Indian Institute of Science for
the best doctoral thesis (1988). Publications and Reports Dr. Rao has over
100 publications in peer-reviewed journals, technical reports, book
chapters, and meeting proceedings in the areas of
toxicology, biochemical pharmacology, and risk
assessment. He has published over 100 articles in popular
